THOMAS JEFFERSON AWARD WINNERS

In commemoration of the 255th birthday of Thomas Jefferson, America's first Secretary of State, ACA founder and director Andy Sundberg announced the winners of the fourth ACA Thomas Jefferson Award for outstanding service to American citizens overseas by a US State Department employee.

Named as co-winners for 1998 were Richard N. Gardner, former US Ambassador to Spain, and Sarah Metzger, Chief of the Adoption Unit at the Consulate in Guangzhou China.

Mr. Gardner was selected because of his extensive efforts to reach out to members of the American Community in Spain and ensure that the US Government was responsive to their needs. On his departure after more than three years of service in Spain, Ambassador Gardner was lauded by the local press for his consummate mastery of the political and economic environment in a Spain emerging from a factious and introverted past to assumption of full partnership and leadership in NATO and the EC.
Ms. Sarah Metzger impressed the Committee with her willingness to consistently go far above and beyond the call of duty. As Chief of the Adoption Unit in Guangzhou, handling more than 3500 adoption cases annually, Ms. Metzger has made a great and lasting impact on the American Community living and visiting China.

SEVILLE ALL-IBERIA CONFERENCE ACTIVE FALLOUT

As a result of the All-Iberia Conference in Seville in early March 98, a mega-association of American clubs throughout the Iberian peninsula is being created. For further information, contact Hermann M. Vilella-Coll of the American Club of Seville, email ebh.iberia@zoom.es

Legislative Update reviews currents in Washington on the issue of the reinvention/elimination of the INS.
New INS fingerprint rules--once again the INS has changed rules concerning fingerprinting for immigration purposes (which however do NOT apply to minor children applying for "facilitated naturalization" under Section 322).
Affidavit of Support rules--A new interpretation contained in a State Department memo requires the person completing this affidavit to be domiciled in the US.

This issue of American Citizens Abroad's biweekly News Update offering news and views relevant to Americans living abroad was prepared by ACA from information provided by a network of Americans abroad.
