- IRS German Office Relocates to Berlin
- The following
information has been taken from Expat_List (cf.

Effective 26 August 1999 the Bonn (Germany) Office
of the Internal Revenue Service closed. The office
relocated to Berlin, Germany, and reopened on
13 September 1999. The new address, phone and fax
numbers are:

From this site, you can download tax forms with
instructions, publications and other tax materials.
You can also get answers to "frequently asked tax
questions" and request help via e-mail.
- Expat_List
- The
goal of Expat_List is to provide specialized
information and services for the global worker. It
also contains in-depth articles, commentary, and
resources which provide the serious job-hunter with
important background information before going into an
interview. Included in each issue: job opportunities
from international organizations engaged in
international humanitarian efforts, including
disaster relief, sustainable development, refugee
assistance, advocacy and education. Expat_list is
available to the public "free" by subscription only

- Immigration information
- BCL Immigration Services (
www.visa-free.com) is based
in London. Yet it deals not only with UK work permits
and/or immigration, but also with US work
permits/visas of all sorts, in addition to providing
visa and/or work permit and/or immigration info on
Canada, Australia, New Zealand, South Africa,
Ireland, Italy, and Belgium.
- Can You Add to the Census Scrapbook?

Can you provide ACA with articles concerning overseas
Americans being counted in Census 2000? The C2k
Coalition seeks copies of articles published around
the world, advocating the inclusion of private
Americans abroad in the census. October is the
critical month in the census drive. Thanks to
supporters of the C2k Coalition, articles which will
surely influence Congress have appeared recently in
Washington area publications such as Insight,
The Hill, and Roll Call (the latter two articles being
by Kenneth Blackwell, Co-chair of the Census
Monitoring Board). However, also impressive in
Washington is the groundswell of articles in the
UK-based Transatlantic American, the
Riviera Reporter, and numerous other publications,
large and small, worldwide. For once, the very geographical
diversity of overseas Americans can be a useful
"weapon." Please mail, fax or e-mail articles to ACA
(coordinates below), for forwarding to Washington.

- Ideas in Action

Ideas
in Action is an e-mail newsletter published
every three or four weeks
by Idealist and Action without Borders. It offers a
brief selection of news and pointers to useful
resources. Its goal is to share the most useful
resources and ideas which might be of interest to
people who work for or support nonprofit and

- New Book Review

William Procter,
ACA's new Country Contact in Costa Rica, has written a
review of The Directory of Work & Study in
Developing Countries (3rd edition), by Toby Milner.
The book is divided into three parts: Work, Voluntary
Work, and Study. The content is mainly a description
of each agency or organization that provides work or
study opportunities in developing countries. See our ACA book reviews.
- Section 911 Update: Support Still Needed
-
As part of the $792 billion
tax relief package,
Congress recently approved new Section 911
legislation that would allow for increases in the
foreign earned income exclusion of $3,000 per year
between 2002 and 2007. This would raise the exclusion
to a total of $95,000 by the year 2007. The large tax
relief package has just been vetoed by the White
House, so it is unclear if the Section 911 provision
will be enacted during this session of Congress. With
this in mind, support for the proposed 911 provision
is still very much needed from private individuals as
well as companies. Contact the Congress, Treasury,
and White House (a full list of those to contact,
with their coordinates, can be found on this ACA web site). The best hope in the aftermath of
the veto seems to be the prospect of attaching the
Section 911 provision to a separate legislative
vehicle (i.e., a smaller package). Under current law,
the exclusion is $74,000 and will increase $2,000 per
year until 2002. Starting in 2008, the exclusion will
be indexed for inflation. Good background information

- American Library Lecture Series
- Emily and Charlotte Brontë are

America Center Open House where you can meet and mingle with representatives
